INFORMATION TECHNOLOGY MANAGER

Information Technology Department

Range: 65 (Exempt)

Salary: $12,865 - $15,670

JOB DEFINITION: Under general direction, plans for and coordinates the operation, maintenance, and integration of computer systems and networks to provide effective systems and systems availability, communication and computing support to meet the present and future needs of the Agency; directs the operations of the IT Department, and is responsible for the oversight and performance evaluation of each member of the department.

REPORTS TO: Finance Director

DISTINGUISHED FROM LOWER RANGE POSITION(S): This position is a management/supervisory level position.

EXAMPLE OF DUTIES:

Duties include, but are not limited to:

  • Oversee the administration of systems, servers, workstations, and networking hardware to ensure availability of services to authorized users
  • Oversee the daily operations of the internal IT Staff requiring incumbent to manage multiple projects simultaneously
  • Serve as a technical leader for the internal IT Staff supporting all levels of our internal user community and provide guidance to improve efficiency and accuracy with ticket handling and the overall support process
  • Plan and execute system upgrades and changes, ensuring minimal impact on the daily operations of the organization
  • Maintains system security to ensure system and data integrity
  • Analyzes current and future system capacity issues and recommends system upgrades or replacements
  • Tracks and maintains maintenance agreements, subscriptions, and software renewals for Agency computer, network, phone and certain electronic devices and initiates repair and service calls as needed
  • Work with IT leadership to research and select technology related vendors such as the Managed Service Provider, Internet Services, hardware purchases, etc; and to set and adhere to specific service level agreements.
  • Implement, improve, and document new and existing policies, procedures and processes for various IT systems
  • Documents, or oversees, the documentation of system and network configuration and standards
  • Establishes, documents, maintains, and tests the IT disaster recovery plan including ensuring appropriate system backup and recovery procedures are implemented and tested regularly
  • Partner with Agency stakeholders to identify and address areas of improvement
  • Maintain an up-to-date understanding of current trends and issues in the IT field including compliance issues and security risks
  • Hire, train, coach, mentor, and support internal DWA IT staff including setting challenging yet attainable goals for IT staff and managing their performance
  • Participate in the budget process for server and network hardware, software, and related supplies to meet Agency needs and requirements; maintains budgetary awareness
  • Understanding the risk and impact to the Agency while recommending risk mitigation strategies and options to be considered
  • Assist with annual IT Audit requirements including ensuring that IT department remains prepared by implementing and maintaining appropriate IT controls

Qualifications

QUALIFICATIONS:

Schooling: High School Diploma or G.E.D. Prefer a bachelor's degree in Information Technology, Computer Science or a related field

Certification(s): None required

Experience:

  • Minimum 8+ years of experience in the IT field and at least 3 years of experience effectively managing and development IT technical team members
  • Demonstrated ability to supervise internal and external support staff including comprehensive experience overseeing external vendor management of hardware and software systems
  • Experience managing computing solutions in a hybrid environment with on-premise, virtual, and cloud systems


License(s): Possession of a valid driver's license issued by the California Department of Motor Vehicles for use in conjunction with the possible operation of Agency vehicles, with an acceptable driving record. Obtain certification for use of Aerial Lift and Scissor Lift heavy equipment.

Knowledge of: Strong task management skills with the ability to prioritize, triage, resolve, and escalate in an efficient and effective manner; tangible understanding of security best practices, worst practices, concepts and real-world application; intermediate to advance real-world application with Windows system and networking management and automation.

Ability to: Work independently with little direction; understand and effectively carry out general oral and written instructions; give understandable oral and written instructions; instruct, train and supervise personnel in technical functions; direct department personnel toward given objectives; analyze and solve a variety of technical problems; ability to communicate with patience, tenacity, and follow-through while tracking, troubleshooting and bringing to resolution internal customer support calls; able to explain advanced computer concepts, procedures and policies to non-technical users.

WORK ENVIRONMENT:

Generally, work is within the Agency Operations Center in an environment where the temperature is controlled. The majority of the IT Department members work within an open space or in the confines of a cubicle. The IT Department is located within an enclosed office area which is separate from other departments, and which cannot be easily accessed by members of the general public. Lighting is overhead, the IT Department has an air cooling and heating system which is separate from the rest of the Operations Center and can be adjusted by the members of the department. There is a music/paging system which is on and operating throughout the workday. There are a number of pieces of office equipment that operate within the confines of the IT area, including, but not limited to: computers, computer printers, shredding machine, bursting machine, billing preparation/enveloping system, and the server room.

The working hours of the Information Technology Manager may be traditional Agency office hours of 8:00 am to 5:00 pm; or may be a 9-80 work schedule with every other Friday off.

On occasion, work will be assigned outside the Agency Operations Center or at outlying Agency facilities and will take place in all weather conditions, including extreme heat in excess of 110°.
